Generic Bio Photo for Jay Thomas

Alicia practiced as a Registered Nurse across various health care settings for over 10 years before becoming a health care lawyer. She draws on her nursing experience to provide nuanced insights to clients on health care regulatory, reimbursement, compliance, and operational issues.

Alicia counsels health care provider clients on Medicare and Medicaid enrollment, coverage, and reimbursement issues, regulatory filings, review board appeals, accreditation-related matters, facility and professional licensure, state health care transaction review laws, EMTALA compliance, GME-related matters, DEA-related matters, and general compliance matters, among others.

Prior to joining ArentFox Schiff, Alicia was an associate in the Healthcare Regulatory and Corporate Department at a mid-sized, full-service law firm. As a summer associate at that firm, Alicia served as the designated Secondment Associate for a prestigious health care client. Alicia also previously served as a judicial extern for the Hon. David R. Strawbridge, US Magistrate Judge for the Eastern District of Pennsylvania.

Alicia’s experience as a Registered Nurse includes providing direct patient care in the emergency department of a busy inner-city university hospital, on medical/surgical units at two regional hospitals, and at a state correctional facility. She also worked as a Health Facility Quality Examiner at the Pennsylvania Department of Health.
